The proper way to paraphrase what I said is that the GPS can be the primary central dispatch system variable, and the radar/radar detection system would be used with each consist under the observation of the engineer. If a train gets within a certain distance of another (as exhibited by the GPS data), the radar/radar detection system would kick in. And yes, this system could eliminate lineside signals for the most part, but you'd still want a way to detect broken rails, et al.
