It talks about coupling at speeds greater than 3 mph. Anything greater than this can cause loads to shift and damage in items inside the boxcars. Rolled paper intended for newspaper printing was one item easily damaged. This of course is NOT what the customer wanted nor the railroad, as it costs both of them time and money. [:(] <br />
