If they had told the railroad beforehand, it might have been OK. They were found out when the dynamometer car readings showed power outputs more than EMD's own data called for. Only when faced with this did the EMD representatives admit what was going on. The fuel racks and load regulators of the four F7 units had been "adjusted" to give about 1700 HP instead of 1500. <br /> <br />Old Timer
