Could N.American society have successfully evolved into heavy use of passenger rail?

The current Amtrak weekly specials show 70% off on fares between the Twin Cities and Whitefish, MT (skiing?) on the Builder. <br /> <br />If Amtrak LD trains only used small suburban stations at intermediate large cities, would that cut costs significantly? <br /> <br />Another reason why public transit is rebuffed? Strikes. Transit has to be dependable, no matter what.
