The plan is to use $$$ the state is already spending on rail and rail-related highway projects as a state match (20%) to leverage federal $$$ (80%). And a federal funding program is closer than you think... the US Senate passed Senate Bill 1516 by a margin of 93 to 6. It is now before the House for consideration. Call your Congressman!
