I wonder just how hard it was to produce a complete loco. GE and Westinghouse already made most of the electrical equipment and I recall pictues of Great Northern boxcab electrics with the overhead MU connections. All that was eally missing was the diesel engine itself. That technology was readily available from the Germans after WWI and again after WWII.
