[/quote] Jim [tup] if I remember correct, the standing order at first was to ignore them and recue people, understood, butwhen they started to loot for weapons, I think the balance of control was slowly shifting. edblysard on the Katrina thread stated that in Houston is now feeling the animal effect of the NO refugees. On Rushes show they just stated that much of NO is a welfare city, this could explain a lot of the help me attitude and not the I can do reality.
