Hmm. <br /> <br />I admit, I didn't read the whole thread - but here goes. <br /> <br />How about IO actually providing track and locomotives - thus any transport company would pay for HPs and Car-Miles. Without much hassle it would nicely un-captivate captive shippers if the rate for Car-Mile and HP was fixed systemwide. <br /> <br />Another option - would be if RRs allowed 'fair use' - eg infrastructure is open for anyone but: <br />A train can load or unload on given RR trackage, but cannot do both on the same RR. <br />RR's trains get the priority in dispatching <br />The train can run at most 50% of its run on the RR in question.
