Hmm. I admit, I didn't read the whole thread - but here goes. How about IO actually providing track and locomotives - thus any transport company would pay for HPs and Car-Miles. Without much hassle it would nicely un-captivate captive shippers if the rate for Car-Mile and HP was fixed systemwide. Another option - would be if RRs allowed 'fair use' - eg infrastructure is open for anyone but: A train can load or unload on given RR trackage, but cannot do both on the same RR. RR's trains get the priority in dispatching The train can run at most 50% of its run on the RR in question.
