Notwork Fail is funded through 5 yearly control periods. It used to be the regulator which determined the cash depending on a credible business plan from the company and then the treasury used to pay up. It had no option. Now it is the dft/ government who are supposed to state what they want and what they will pay for and basically NR will design its business plan around that. The train operators are monopolists in areas such as on secondary main lines and the branches. On the main lines there are a variety of train operating companies.
