Notwork Fail is funded through 5 yearly control periods. It used to be the regulator which determined the cash depending on a credible business plan from the company and then the treasury used to pay up. It had no option. <br /> <br />Now it is the dft/ government who are supposed to state what they want and what they will pay for and basically NR will design its business plan around that. <br /> <br />The train operators are monopolists in areas such as on secondary main lines and the branches. On the main lines there are a variety of train operating companies. <br /> <br />
