BNSF shuttle grain trains, Does this mean that BNSF does not want to serve small elevators?

But I wonder how many more could have been done for the money that will be spent on the new suspension bridge which will connect 2 islands in Alaska. I understand it's to be longer than the Golden Gate and the populations of the 2 islands are 2,000 and 50 people.
