Grey, what do you think changed between 1883 and 1980 that regulation could be imposed in one and deposed in the other? Are you voting for human nature? That is, people blind to the merits of a free market in 1883 were enlightened by 1980? <br /> <br />If a railroad builds a bypass, and that coincidentally benefits a city by reducing traffic and pollution, should the city be allowed to partake of those benefits without charge? Isn't that an illegal taking? <br /> <br />OS
