Whether Canadian regulators would allow a CN + CP merger is one question. Then you've also got the spector of a BNSF + CN or UP + CP merger (and/or inclusion of CSX, NS, KCS), which could really reek havoc on service to certain sectors of Canada. After all, there is more business to be had down in the states, and such a merger could result in a shift of revenue assets southward.
