Sounds like it will take an act of government to induce these long overdue changes. A carrot and stick approach should do the trick, e.g. a combination of accelerated depreciation and tax credits as the carrot, and incorporating new ECP requirements via FRA mandate as the stick. <br /> <br />What did it take to get the railroads to convert to standard guage back in the 1800's? How long did it take the railroads to adopt the original Westinghouse Air Brakes?
