For one thing a lot of the checks, inspections and maintenance are mandated by the FRA so no matter where the unit is, when the meter clicks over the work must be done. <br /> <br />Also, it is a two way street. If UP runs the BNSF power into the ground they can be pretty sure that BNSF probably won't treat their power any better when they get it. <br /> <br />Power swaps are beneficial to both parties and aren't accidental happenings.
