What kind of priority, (if any) is given to returning these run throughs to the originating ( owning) railroad? Are they sent right back, or are they simply circulated around leaving it up to the accountants to eventually make sure it all balances out? Seems like such an enviro would leave ripe opportunity for 'borrowing" railroads to skip routine maintenance and return worn out loco's to the unhappy owner..
