FRA dropped all not accident related benefits from its final analysis. The class 1 railroads chose an overlay to the existing signal system that is not able to create the benefits from the 2004 analysis in its current form anyway. So it boils down to the question how high someone rates saved human lives. Congress apparently rated them high enough to mandate PTC. Regards, Volker
