I think grade crossing protection with detection systems and PTC is only suitable for vehicles stuck on the tracks. You can't stop a train for every truck crossing the tracks before the gates close but within the train's stopping distance. You can't protect people that try to beat the train, as pedestrians or in a vehicle. As mandated PTC was not required to avoid collisions under restricted speed. Designed differently as stand-alone system, but within the mandate, PTC could have been calibrated to avoid this collision. Regards, Volker
