I notice alot of yellow signs with a slanted red line on it here in pittsburgh on CSX tracks. Is this a spped restricion or slow order? Or are they the same thing? And also, even though i saw nothing out of the usual, what warrents the need for these restricions?

I don't know about CSX. On a Western railroad, a flag that is half red, half yellow tells you there's a Form B territory beginning in two miles. The Form B has a red flag on each end. A Form B protects men and machines on the main track, and cannot be entered without authorization from the foreman in charge.

It's an advance warning sign which can warn of a speed restriction (slow order) or a conditional stop which requires a workman's permission to enter his work area. CSX uses the same warning sign for both, which can lead to confusion.
