But they're Californians! Everyone out there knows that it's been the law for decades now that pedestrians have an absolute right-of-way in traffic!

But they're Californians! Everyone out there knows that it's been the law for decades now that pedestrians have an absolute right-of-way in traffic!
More specifically, they're Del Martians... Quite a bit of the beach side r-o-w in San Clemente is fenced.
The "absolute" pedestrian right-of-way until recently was limited to intersections without traffic lights and designated cross walks. In many area, jay-walking was a good way to get a traffic citation.
