Eastport, Idaho to Kingsgate, British Columbia.
The Canada-U.S. border at Eastport, Idaho and Kingsgate, British Columbia is a major interchange point between CP and UP, this is the north end of the old Spokane International. Unit grain and potash trains run through with the same power and I believe there is some carload traffic as well.
This question seems to be about transloading from railcars to large semi trucks. If your freight is originating by rail in the U.S. and heading to a destination in Canada that requires final delivery by truck you might consider having it shipped to a transloading facility elsewhere in western Canada. CN has a number of sites under their 'Cargoflo' subsidiary and I believe CP does too. There are also some independent facilities like the Ashcroft Terminal, located near the town of the same name in BC's Thompson River canyon.
There appears to be a lumber reload facility off the tail of a wye on the American side of the border at Eastport, but I have no idea who this is operated by. If it is dedicated to outbound lumber they might not be interested in handling other freight.

I tipped off a UP friend when this happened, since he knew of a shipper who was looking for some place in this area to load railcars. (They opted for a site between Spokane and Sandpoint.) Lumber mills in the Idaho panhandle were known to truck some of their product up to Eastport for reload, but that service has been pretty quiet for the last couple of years.
The Eastport Industries site was still listed in a real estate magazine we just printed a week or two ago, but that's no guarantee it hasn't been sold.
Reading between the lines, acquisition of this property may be inherent in the original question, which I interpreted (perhaps wrongly) as being transload to road transport using B-doubles by permit.
