When I was TM at Mt.Clare A Yard in Baltimore we had a car load of 'rags' (baled used textiles) that vandals had lit on fire.  BCFD responded, connected one of their engines to a fire hydrant and started pouring water into the box car!  Each time the working 'face' of the fire looked to be extinguished and the firemen would peel back that face - underneath the fire was still going.  Ultimately we ended up with the entire burned contents of a 40 foot box car on the ground.

I've seen rolls of paper burning - they slowly unpeel themselves and burn.

As for trash cars - some have a 2.5" fire hose connection near the top.  Just hook up a hose and fill the car up...  That's one method being considered for electric vehicle fires...
