None of this money is going to CN. Some goes to WSOR. Some goes to various new rail customers, substituting state money for customer money. I know of no carriers that will not pay for new customer swithes and track.

Here is the facility that is being built.
The $3 million rail spur, paid for by an FRIIP loan which as a loan will be paid back over time, is part of the project.

I read and it says:
"Northside Elevator in Stanley, Chippewa County: $3 million FRIIP loan to construct 6,878 feet of track for a new rail-served agronomy and feed terminal in Stanley on Minneapolis Subdivision. Canadian National Railway"
So it is on CN but maybe no actual $ go to CN?
The facility connects to CN, but I understand the new trackage is on the industry's property and usually that track is owned and maintained by that industry.
