The Jerusalem water company HaGihon - has given Mekerot [the national water company ] the job to build the 33 km very big pipe from Kishelon up to Ein-Kerem / Jerusalem. {=33 kms }
They have a private train - on narrow tracks - that runs up and down the pipe while they work.
Next month they will dismantle the 'train and tracks' as the project is almost finished.
 Note the tunnel - this is a water-pipe that will pump water uphill under a lot of pressure to reach Jerusalem -near Beit Hakerem. The train-  an electric loco.

Who built the locomotive? There is an entire niche industry of companies that build locomotives, and related equipment, for underground construction and mining.
