I assume in the old days of regulation the trucking/railroad/ had to the ICC prove that the corridor or lane of traffic was not well served. Hence say PITT/OHIO or Norwalk Truck lines had to prove that the railroads did not serve the points at all or did a poor job?
Yep that was how my company's founder got started. He found a shipper in the area that wasn't getting the needed service that it wanted from the carrier that had it. He then filed the paperwork with the ICC for a need of Service proving that the current service was not up to standards. He was rewarded with that shippers service on that lane and later grew his service on other lanes in the regulated era. Not to shabby for a guy that started off with 1 truck.
