As I watch a up container train going west at Rochelle,is there mandatory inspections on the hundreds of cars carrying those containers or is it "when it breaks,we fix it ? Is it the same with all other types of cars ?

All trains are inspected evey 1000 miles, not sure on UP but BNSF(Santa Fe) 1000 mile inspection points are Kansas City, Belen NM, and some where in California.
Also I am unsure of shop inspections like the 90 day inspection that all locomotives do.

if the train needs to have an ITT test done...the car shop..or the train crew will walk the train...and inspect it for defects... if a defect is found... the crew will set the car out of thier train..and shop it.. so it can be fixed...
