One of my first tasks at NS in 1999 was to get the measures built for the STB, and very soon after, the AAR.
At the time, NS had only a clunky mainframe process for calculating the dwell that didn't conform to the STB definition, and where the lack of supporting detail made it nearly impossible to do root cause analysis or even verify the accuracy.
NS had no train speed measure at all, and only limited train performance measures, so we had to build those out from scratch, including grabbing data from the mainframe and downloading it to a PC.
Ultimately, we put daily car movement information in a data warehouse (Teradata) that included a table of car dwell (and a lot more) in 2001. We put daily train movement data, including train movement data, on a PC file server in 1999 and moved it to the data warehouse in 2004.
The original internal, weekly, Excel-based report that we built in 1999 is still in use at NS.
