I believe the NS leases a sizeable NC state owned line known as the North Carolina Railway. There are other examples of railroads leasing lines from state or local governments. The concept you are speaking of is "Open Access" and would result in the end of the railroad industry as we now know it. Many customer groups pushed for this in the past. The railroad industry won't allow it, nor should it.
