Not a forum, but you might want to get a copy of the book '19 East Copy 3' which discusses the forms of train orders and how to use them. Go to the store at GNRHS.org to get one.
The opsig group www.opsig.org/ has a group list on groups io that discuss time table and train order operation, among other things. It migrated over from the old yahoo groups.

The group and it's list are for modelers, but there are lots of railroaders, retired and active, from several different railroads there.
There used to be a yahoo group dedicated to dispatching, but I don't think it migrated to groups io and hasn't been active for quite awhile. At least I'm not getting messages from it anymore.
