SPECIAL INSTRUCTIONS GOVERNING OPERATION OF FREIGHT AND ORE TRAINS.
 
Trainmen's Position When Descending Grades.
 
6. On all freight trains when Descending Grades of two percent ( 2% ) or over, front and rear trainmen must have clubs in their possession and be out on top of train, the Conductor to ride in cupola to observe air pressure and to see that Trainmen are in their proper places. If Conductor considers that Engineman is not using proper judgement, he must stop train by use of Conductor's Valve in accordance with Air Brake Rule 21.

In other portions of same Time Table they acknowledge Dynamic Brake, as certain Mandatory stops for Thermal Tests of Wheels NOT Necessary if train controlled by D/B.
