Doubtful anyone can.  I would guess first of all, the contracts are private, and second, each city has multiple locations to receive refuse.

The railroad may only deliver to a transfer station where a third party transports the refuse to the final destination.  The railroad may more often than not, have no clue as to the final disposition of cargo, as they are in the transportation business.  With the possible exception of hazmat, what happens before tender, or after delivery, is of little concern to the railroad.  And the other parties aren't going to speak up voluntarily.

Third, I often see the smaller containers that usually haul refuse in blocks, not unit trains.  Any train without certain restrictions, going in the right direction can handle refuse, so there may not be a list of train symbols assigned to handle that cargo.
