When I get rich (haha) I'm going to buy two or three private cars and my own HEP-equipped locomotive.
And from what Amtrak decreed lately, you will need to get your own track, too!

I believe BNSF has run steam excursion with railfan-owned equipment without any Amtrak involvement, and possibly UP and NS have also done so.
