What does a successful bidder for the funds do with them? Hire three/four agents? Attempt to conduct a local education programme for the public? Purchase bigger warning signs? Or more of them?

Around here, maybe they ought to video or film the local media (esp. the newsworkers for the local TV stations) and run a "Stupid is as stupid does" campaign with local PSA's....
