Why wasn't Kansas City Southern, a class I railroad, included in the 28,895 count?

I assume the count was done before EHH got active on CSX - suspect the number is less than 28K now.

Thus far, reliable reporting has only cited about a dozen confirmed retirements off the CSX roster, with many more reports of SD50s, 60s and 70s being returned to service. Currently the only known subfleet on the chopping block appears to be the 7300-series C40-8Ws. That's a small part of a 4300-unit fleet.
