Things like this happen when operations go into the ditch. NS moved oil trains off the Chicago Line in 2014 to relieve congestion at that time.

Believe they were oprating just enough trains over the Clinchfield to keep a crew base qualified. Besides it has only been about 1 year since the Clinchfield was 'closed'. Qualifications last for a year after the last trip over the territory.
'Forced' transfers do happen when necessary.
