Hmmm. Well, he might have a few other things to worry about. I'm sure CSX is exerting a bit of control over his operation judging by the fact they seem to be retaining dispatching and signals for a while. I'll wager they (CSX) don't want any daisy picker excursions...which would explain the extremely high insurance demands.
