HELP Looking for Newswire Story on Private RFID Readers Trackside

I am having no luck with the Newswire search feature. I distinctly remember a story this year about a private firm setting RFID readers trackside to collect freight car data for their private database. Their were some accucations that the readers trespassed on railroad property and/or were illegal.

Can anyone quote date and Title of story, or post a link?

It was about 3 weeks ago I think.
