Mandatory Reciprocal Switching

<p><span style="font-family:verdana,geneva;font-size:small;">I do not find any clear explanation of reciprocal switching. In one form, it introduces competition by requiring a railroad company to allow competing lines to operate over its tracks to reach a captive customer. This is a form of open access. </span></p> <p><span style="font-family:verdana,geneva;font-size:small;">In another form, a fair rate is simply mandated rather than letting it develop naturally through competition. </span></p> <p><span style="font-family:verdana,geneva;font-size:small;">Who mandates the fair rate, and how do they determine what it fair?</span></p>
