The freight railroads should be able to recover all the costs associated with hoisting Amtrak's trains. Forcing them to hoist Amtrak's trains without being able to recover the full cost of doing so is an expropriation of shareholder wealth. What makes it even worse is that it is a hidden expropriation.</span></p> <p><span style="font-size:12px;"><br /></span></p>
