Therefore the problem with the scope is the problem with the mandate.</span></p> <p><span style="font-family:verdana,geneva;font-size:small;">The timing is difficult to meet, but the railroads will be given the time if they can't meet the deadline. But they won't be compensated for lost progress and wasted money due to a wrongheaded scope. </span></p>
