A much better approach than this impossible mandate would be for the government to create a publically funded U.S Bureau of PTC Development (USBPTCD).  They are always anxious to fund research in the public interest.  Who better to perform this complicated task at the lowest possible cost? Then once the government perfects PTC ready for implementation, the railroads will be required to implement it.  Wouldn’t this be the most streamlined approach to this complex matter?
