Why were handbrakes high (post Westinghouse)?

<p><span style="font-family:verdana,geneva;font-size:small;">The brakes would have needed to be high for the same reason they were high in the pre-air brake era. In a rider yard, if the rider had more than a couple loads, he had to ride the cars and move from one brake to another while traversing the running boards. If the brakes were low, he would have had to drop down the ladder to get the brake, and then climb back up to the running board to get to the next brake. </span></p>
