SD&AE legal trouble ?

Found the following link that indicates major legal problems of the whole route from Tijuana thru Mexico to UP connection.  Definitely a soap opera ?  Question why has this at least been investigated by law enforcement ? Warning it is a long read .

What a toxic mess! It would seem to be time for the District Attorney to be looking in. It's more bad news for those of us who keep hoping that trains might run again directly from San Diego to Imperial County.

A video I have about construction of this line indicates that Jay Gould was financially involved in it and wound up declaring bankruptcy because of all the problems encountered during construction.

It took something like 30 years to complete due to World War I, floods, land slides, cave-ins, tunnel collapses, bridge collapses, earthquakes, hurricanes, and other disasters.

 

El Centro, California is the furthest east the line ever made it, although original plans were to reach Yuma, Arizona; hence, the name San Diego & Arizona..

More info about the ongoing saga.  Seems politician is asking for independent investigation with San Diego supervisors maybe stonewalling ?
