PHL (Pacific Harbor Lines) has been really good at attracting new non-intermodal business in addition to servicing the huge container terminals around the port. I used to work in one of the industrial areas named in the article and frankly there were a lot of businesses that could have been using the railroad spurs that ran onto their properties but weren't because they felt that road transportation provided better service. Union Pacific is a great corporation in many areas of logistics. However, I think that regionals, shortlines and terminal railroads do a better job at servicing the needs of the smaller shippers because they are local.
