Bet the local governments would loath the idea, though. <div style="clear:both;"></div> [/quote] I don’t see the point.  You could just as well have the government just pay the freight railroads to provide a good quality passenger service rather than give them a tax break.  I doubt that the freight railroads would take the deal either way.  It would just be another variation of Amtrak.  Maybe they would take the deal if you paid them well enough.  The government could get the money from a new hefty gas tax.  That would get people out of their cars and looking for an alternative such as trains.  We could bring back the jitneys for the terminal trips.
