Well yes, and in that respect, it would be better to increase poportionately the weight/mile tax, which would then keep lightweight loads (like ag- think hay) proifitable for smaller truckers & farmers, and also keep express shipments out on the road, but would discourage using triple (and potentially longer) trailer combos for heavy freight. Course to do this one also has to provide for service to areas currently served only by truck, which may mean re laying track on abandoned grades... Oops! Off topic again! Back to the sleeper car, er TGV lounge car! (Know what I hate about Talgo and about TGV too? No observation car. Ok, elitest, isn't it? But still....
