Rudy: Perhaps a solution to the pay as you go setup would be the RR fuel tax, which currently pays for debt reduction, (like that's happening!) As for splitting the NEC track from operations? I think the point of that is to prevent messing with the books to shift capital fund to operational uses. How else could this be done? Maybe tighter auditing... But just as the solutions that worked in other countries may not work in ours, just because an approach failed in another country, does not mean it would fail here.
