Could steam make a comeback?

I thought the table compared two locomotives starting an identical train, accelerating it to 70 mph, and recording the horsepower produced by each locomotive as the speed increased. However, if it takes 25,927 hp to move the train at 70 mph, then neither locomotive will get it anywhere near 70 mph.
