I was there about 10 years ago and at that time the WSOR upper-management wasn't all that keen on railfans bein around.  The one employee I met and asked while I was there said something to the effect, "Well, I don't mind, but management wouldn't like it so don't stay too long".  Maybe things have changed (got a great shot of the BL2 painted for the Janesville & Southeastern while there - parked outside the roundhouse).
