CN Crew Change Locations In BC

Several years ago it was reported in Trains and a number of newspapers that CN had reached an agreement to eliminate crew changes at Boston Bar and Blue River in BC. Since then I have visited these locations several times but have never seen a CN train pass through without making a crew change. Does anyone know what came of the plan to eliminate crew changes at these locations?

I don't remember seeing the report but ir would be my guess that the union made a stink about it. In BC the unions are very strong and in some cases it seems as though the tail is wagging the dog.
