railroads are constantly short on crews & power..only when "trains held" statistics start piling up do they realize "maybe we could run more trains with more crews/power" a crew sitting on a train that is stopped is a crew that could be sitting at home getting rested & ready to move another train...it's a classic case of losing a dollar to save a dime.there's nothing sophistacted about this very basic fact...you can't run trains without crews...the carriers will one day have to abandon the long held belief that crews have to be worked as close to the hog law as possible...if nothing else it is a safety issue that is gaining more recognition by the public.
